Senior Transmission Planning and Compliance Engineer
- Responsibilities:
- Oversees and/or conducts along with Transmission Planning Engineer special transmission planning assessments and studies for the Agency and its members as needed, including interconnection studies for new generation and evaluations of system reconfigurations and large customer interconnections, and strategic resource planning studies that intersect with transmission transfer capability and estimates of the same and/or capital projects to enhance capability.
- Functions as FMPA subject matter expert on power flow, stability, and short circuit analysis. Oversees, develops, and maintains members’ transmission network load flow, dynamics, short circuit models, and transmission maps.
- Performs and prepares reports and interfaces with consultants as required for annual 10-year Long Term Transmission Planning Studies for the North American Electric Reliability Corporation (NERC) compliance, including bulk electric system and non-bulk electric system facilities 69 kV and up.
- Prepares annual Federal Energy Regulatory Commission (FERC) Form-715 filing; prepares Network Transmission Service Annual updates with Transmission Providers (FPL and DEF) and supports transmission system data for the Ten-Year Site Plan and other transmission owner required filing, as applicable.
- Provides support and knowledge of NAESB business practices and Transmission Provider Open Access Transmission Tariff issues associated with scheduling transmission, transmission service requests, generator interconnection studies, and similar OATT related matters.
- Serves as lead Subject Matter Expert on FMPA’s TO, TP and/or PA/PC functional registrations that impact transmission planning and Member systems, working collaboratively in a matrix environment to ensure all compliance evidentiary material, studies, and Compliance Playbook documentation is accurate and up to date. As some standards apply to other functions (e.g., GO), significant and targeted collaboration withing Power Resources is required to foster compliance success.
- Provides support and knowledge of NAESB business practices and Transmission Provider Open Access Transmission Tariff issues associated with scheduling transmission, transmission service requests, generator interconnection studies, and similar OATT related matters.
Additional Requirements
- - Thorough knowledge of power and electric transmission industry, organization, and department policies, practices, and procedures; thorough knowledge of power and electric transmission industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws including NERC Reliability Standards.
- Functions as Agency representative on Florida Reliability Coordinating Council Planning Committee (PC) and Transmission - Technical Subcommittee (TTS), among other committees as assigned or required to support FMPA compliance.
- Provides support and knowledge of NAESB business practices and Transmission Provider Open Access Transmission Tariff issues associated with scheduling transmission, transmission service requests, generator interconnection studies, and similar OATT related matters.
- Bachelor’s degree in electrical engineering, or related field and considerable experience in electric power utilities industry including transmission planning, and working with government regulatory agencies, or equivalent combination of education and experience.
- A minimum of 7 years of experience with 10 years preferred in electric power utilities industry.
